Well, I somewhat doubt that- maybe it's just me, but neither French nor German have the stereotype of ones who do charity, I'd think it's more of an British/American thing. Prove me wrong, but I've never heard of an French (or German, for that matter) analogue of "Bill and Melinda Gates' Foundation".
